Trojan:Win32/Harasom.A can it take your system down

My friends Dell Inspiron 660 desktop has been infected with this trojan(ransom ware) When I tried to remove it following the instructions on this site I ran into a situation were the computer will not boot. It's in a loop. I see the Dell logo screen then it say's restarting, it does this over and over till I hit the button to shut down the computer. Is it possible that this trojan has damaged the hard drive or something?
