Internet Really Slow And Most Sites Wont Open!

My Internet has been extremely slow for bout 2 weeks and is getting worse everyday! Web pages are not opening up in some cases while others will very hard for me to do online virus scans as they fail to open. Using Kaspersky Antivirus 6 which has scanned and said there were no immediate threats found. Prior to this 2 days ago I formated my c:\ drive in desperation, but it still seems to be exactly the same as b4 which is very strange I found. I have run Adaware SE and spybot both returning no malware only a few negligible cookies on adaware SE. I really hope you can help here's my HJT file:
