No virus or malware (supposedly) but screen looks weird and computer is slow

Hi there!  I am actually posting about my work computer because our IT "specialist" (who is a realtor and does IT work on the side) cannot seem to get my computer to work properly.  

 

A few weeks ago, I received notifications from two of my banks that my online accounts had been compromised.  Since I use online banking from home and work, I immediately attempted to run virus and malware scans on both computers.  My home computer scanned well.  My work computer was more difficult.  I was able to run MalwareBytes Anti-Malware but the avti-virus software that was on my computer at that time (TrendMicro) would not run.  It would start but then shut off automatically after a few seconds.  

 

Our IT guy was called in and the first thing he tried was a System Restore which did nothing.  Trend Micro still would not work.  I tried to remove TrendMicro myself but the removal required a password and our IT specialist could not remember it.  Later, however, he somehow uninstalled TrendMicro (after hours when I was not here to know what he did) and installed AVG Security.  The first few days after that, my computer ran like normal.  However, I tried to change my font settings yesterday and was instructed to restart the computer for the setting to take effect.  When the computer restarted, everything on the screen looked "weird" and my computer has been running slow.  I have a screenshot that I can show you of my Windows taskbar because that is what looks so weird, but I cannot figure out how to attach it to this message.  If you can instruct me on that, I will gladly share it with you..  It is NOT the normal Windows 7 taskbar.

 

Because I have absolutely no confidence in our IT "specialist", I feel certain that I have an undiagnosed problem with my computer.  Whether it is a virus or malware or something else, I don't know.  Any help you can offer is greatly appreciated.  Here is the screenshot:

It is complicated to repair your work computer,because of your IT specialist and conflict of Interests.He may accuse me or site for something that doesn`t suit him.
