Go into the modem settings and turn off the auto answer. If the modem is set to answer when a signal is comming in it will activate the computer. I also do not think you are fully turned off check to see if you are in Hybernate mode and turn that off so when you shut down windows it actually shuts off.

You have to get into the BIOS. There should be a setting to "wake on ring" or something like that. Disable it. Most computers' BIOS is accessed by hitting the delete key while booting. If you aren't sure, watch as the computer starts and see if you can find, at the bottom of the black screen, something about entering "setup" - that'll tell you what key to hit.

If you have a manual for the system, it should tell you a lot about BIOS settings and where to look.

Ok I apologize for missing turn it off at the back of the power supply.

Suggestion is to pull the modem out after you shut down the computer or at least disconnect the phone line. Then have someone call you. If it does not boot the computer try another modem, if it does boot teh computer this means the computer is getting signal like a wireless device and you can troubleshoot from there.
