If I use a sata internal drive with a sata to usb adapter and connect it to a usb port outside my PC would I be able to use that as an external HD without issues?

Hi, As long as the Adapter provides power to the drive then it should work. I would suggest that if You intend to keep it as an external drive that using a USB3 enclosure would probably be best. I suggested USB3 to future proof it.

You could also use something like this http://www.amazon.com/USB-SATA-5-25-Cable-Adapter/dp/B000YJBL78

It converts SATA desktop and laptop drives as well as desktop and laptop IDE drives to USB. That makes it pretty much universal. It comes with a AC Adapter for IDE or SATA drives.

Good Luck
