Need the help of the good people at BleepingComputer.

Winning Win 7 64 bit on one of my PC's.  Foolishly downloaded uTorrent from their own site.   I started the program once and decided it was not what I wanted.  However I cannot uninstall it.  When I try I get a message

"You do not have sufficient access to uninstall uTorrent. Please contact your system Admin"

If I try and run the program now it gives me

"This program is blocked by group policy.  For more information contact your system Admin"

I ran MalwareBytes which found 2 PuP's which I deleted, but no change to the uninstall problem.

Not sure if this is malware or whether I should direct this to the Windows 7 sub forum.
