Taskbar and permission problems

I wanted to pin Skype to the taskbar in Windows 8.1. Googled it and managed to get an icon on the desktop (picture of a mini terminal). Googled ICO converter which shows how to convert the desktop shortcut to a Skype symbol. Then I followed those instructions. My OS keeps "slamming the door in my face" saying I don't have permission to access these files. I am the administrator, why don't I have permission? Any help or info would, as always, be much appreciated. Thanks in advance.

I have icon on desktop ....not start page windows key and d....I right click it and ask to pin to task bar mine is opening skype from task bar on desktop.
