Internet Explorer won't open when I click on internet links

I'm so frustrated.  Whenever I get an e-mail that has a link in it to the internet, I get the following error message: 

                   Windows can't open file:

                   File:  ?hs=false&tok=02K3p2sCy-9m81

 

Then, it takes me to a menu that says I have to select one of about 10 programs to open the link in.  Of course I choose the Internet Explorer link.  It then opens the link as normal.  I'm operating Windows 7 and Internet Explorer 11.  I think it's a Windows problem because it started happening when I downloaded some freeware.  When I downloaded the software, it started installing all kinds of other programs on my computer.  I went into my Programs and Features and uninstalled everything I thought it had installed.  I must have deleted something I shouldn't have.  Please help!  Thank you!

1) Run a full scan with MalwareBytes

2) Make certain IE is set as your default browser

Okay, it's worse now. I ran Malware and found 49 bad files, which I deleted. Now, although it's showing I'm connected to the internet, when I try to go to a website, I get a page that says, "The remote device or resource won't accept the connection." I'm working off my iPad right now. Please help - I'm starting to panic!

Hello,
Try resetting IE. tools > internet options > advanced > reset

Edit: this should not delete your favorites but I would export them as a backup

Allan and JohnC_21 .... THANK YOU!!! You guys are amazing! The reset fixed all my problems and I didn't lose my Favorites (but I did export them). You both made my day! :-)
