IE8 Security Zones Locked Down

Hi

 

All users are currently facing an issue when in IE8.  I have temporarily opened up Internet Options via GPO to try and see what is getting set in the Intranet Zone for the users but it is completely locked down.  I'm not sure what to change to remove this setting, can anybody help?  I've not seen this type of lockdown before where the icon in the 'Select a zone to view or change security settings' has a key on it. Please see attached screenshot.  I have already changed 'Security Zones: Do not allow users to change policies' to Disabled but this hasn't made a difference.

FYI - As a workaround i have added the user into Local Administrators on the server just for testing...
