I have a serious problem with my computer. It all happened around the time of a routine Windows Update...

As of this morning I am unable to open most applications. For instance, if I attempt to open Microsoft Office I receive a popup: "preparing to install..", then: "error 1719- The Windows Installer service could not be accessed".

When I attempt to open iTunes: "iTunes has detected a problem with your audio/video configuration".

I can hear the normal sound effects when clicking around through Windows, but there is no audio playback for media/youtube/etc. My web browser is working fine..

I did a system restore twice and have had no success. I assume this has to do with my update? Or maybe a virus? I have no idea..

I tried uninstalling the Windows Updates, but it didn't seem to help. There are quite a few security updates for Microsoft .NET Framework 4 Client Profile that I'm unable to uninstall for some reason, but I was able to uninstall the main Windows Update.

I also noticed that I'm unable to playback any video files (mp4, flv, etc.). Another weird problem - I'm unable to open any of the subheading in Control Panel (e.g. uninstall a program, view devices and printers, etc.); only main headings can be opened.

Also, if I open my task manager sometimes there are maybe 40-50 instances of dllhost.exe - COM Surrogate.. not sure what this is?
Please help!! I need to get homework done!

Thanks in advance for any help

Please download and install Speccy to provide us with information about your computer.  When  FileHippo opens, click on Download latest version in the upper right pane.

When Speccy opens you will see a screen similar to the one below.

Please do the following.

1.  Click on the Start orb, then type Services.msc in the Search for programs and files box.  Services will appear above the search box under Porgrams, right click on Services and choos Run as administrator

2.  When Services opens scroll down and click on Windows Installer.

3.  Set the Startup Type for Windows Installer to Manual.

4.  In the upper left portion of the page under Windows Installer you will see Start the service, click on this.

5.  Click on OK.

Yeah, you definitely need a cleanup. Don't download any PC Optimizers, just let people here help you out. I'd go right ahead but it's my bedtime.

Have you considered switching to a different AV besides Norton?

Well, Norton seems to have worked well over the past few years now.. Do you think I have a virus of some sort?

If you are willing to help me tomorrow I'd greatly appreciate it. I really have no idea what to do.. I can't even open Norton right now

OK first try clicking START, type "msconfig" without "", right click on it and select "Run as Administrator, (select Yes if UAC prompts), then select the Startup tab, uncheck everything, then select Services tab, check the "Hide all Microsoft services", uncheck everything thats left. You may get an Access Denied warning but that will be for Norton. Disregard and restart the computer.

If the above doesn't work, try restarting in Safe Mode with Networking: Restart the computer, start tapping the F8 key immediately. You should get a Boot Options menu with selections like Safe Mode, Safe Mode with Networking, Safe Mode with Command Prompt, etc. Select Safe Mode with Networking. When the desktop shows, try doing the above.

If you can get the above done, then you need to Uninstall Java 7, Java Auto Updater, and Java 6. Then go to http://java.com/en/download/index.jsp and get the latest version.

You have two versions of utorrent installed- I would uninstall the older one.

Personally I would remove Savevid, and instead use clipconverter.cc, which is online-based.

You can also uninstall Search Protect, though you use windows 7 I would read this page first.

The 0x000000f4 error indicates a problem with the memory, either the hdd or the RAM.

To check the hdd please download Western Digital diagnostic tool Data Lifeguard for DOS.

You will need to burn the ISO image to a CD to create a bootable disc, instructions are posted below.

To burn a ISO file to a CD or DVD please downlaod ImgBurn and install it.

Insert blank CD or DVD into your CD/DVD drive.

Open ImgBurn, and click on Write image file to disc.

Click on the Browse for a file icon:

ImgBurn2_zpsaea72ba9.png

Locate the ISO file you want to burn, and click on the Open button.

Click on the blue arrow to start burning the bootable CD.

imageburn11_zpse44f577b.png

Once you have created the disc place it in the DVD/CD drive and restart the computer to run the diagnostic too.

Please note:  You may need to enter the BIOS and change the boot order so that the DVD/CD drive is the first device and the hdd the second.

Once the program opens choose to run the long test.

To check the RAM do the following.

1) Please download the Memtest86 Pre-Compiled Bootable ISO file.

2) Unzip the downloaded memtest86 file.  You will need a program like 7-Zip to unzip this file.

3) Inside, you will find the memtest86 file.

4) Please download and install ImageBurn.

5) Insert blank CD into your CD drive.

6) Open ImgBurn, and click on Write image file to disc.

ImgBurn1_zps715cb1c2.png

7) Click on the Browse for a file... icon:

ImgBurn2_zpsaea72ba9.png

8) Locate the memtest86 file, and click on the Open button.

9) Click on the blue arrow to start burning bootable memtest86 CD.

imageburn11_zpse44f577b.png

10) Once the CD is created, boot from it, and memtest will automatically start to run.

Please note:  It may be neccessary to change the boot order in the BIOS so the CD/DVD-ROM is the first device in the boot order and the hdd second.

Each pass consists of 8 tests, it is suggested that you run at least 7 passes, this will take several hours, you may find it simpler to let it run overnight.  The longer you run the passes the more comprehensive the results will be.

If you are running multiple modules and have a failure, remove all but one module and test it separately, continue this with each module till you find the one that failed.

When you discern that a module is good, use it to test each slot to be sure there isn't a problem with one of them.

When the test is complete a display similar to the one below will appear.  Note the locations of the Pass and Errors, any Error is indicative of a failed module.

Netghost56:

So, i unchecked the boxes you mentioned in the startup and services tab. Unfortunately, one of the problems I'm experiencing is that I'm unable to open anything in control panel other than the main headings (no subheadings such as 'uninstall a program'). I also searching for 'uninstall a program' in the startup menu, and was still unable to open it - simply nothing happens after I click on it..

Any suggestions?

Nm, I was able to keep clicking through and reach my list of installed programs, BUT when I try to uninstall Java 6 or 7 I get the same error as when I attempt to open a Microsoft Office program:  "error 1719- The Windows Installer service could not be accessed".

I installed Data Lifeguard and Imgburn. I am able to open Imgburn and click write image file to disc, BUT when I click the browse for a file icon, this happens:

Common Dialog Box Error!

Error Code: 0xFFFF

Interpretation: The dialog box could not be created. The common dialog box function's call to the DialogBox function failed. For example, this error occurs if the common dialog box call specifies an invalid window handle.

The error 1719 is an indication that the installer files on your computer are either damaged or missing.  You can find instruction for correcting this at Microsoft Support.  This involves a registry edit, if mistakes are made during this process it can result in your computer being inoperable.  For this reason I suggest that you backup the registry with a program like ERUNT.

How to backup Your Registry with ERUNT

  • Please download Erunt.
  •
  • For version with the Installer:  Use the setup program to install ERUNT on your computer.
  •
  • For the zipped version you will need a program like 7-Zip to unzip the file.
  •
  • Unzip all the files into a folder of your choice.
  •
Click Erunt.exe to backup your registry to the folder of your choice.

Note: to restore your registry, go to the folder and start ERUNT.exe

I would suggest running the tests on your memory, this is most likely where some of your problems stems from.  Uninstalling the programs suggest will not have any effect on the problem you have.
