how to turn them off? they aways block what u r trying to read

Assume you are speaking of Windows balloon tips. Depends on your operating system.

like in gmale inbox that only shows what u already know and blocks the top line and the one below.

or in win explorer when your mouse is on a file and u haven't opened it, like when u mouse down trying to find the file u want and the damn ballons block the file names and make it hard to search through the file list.

If you are referring to one of the side effects of using an 'aero' theme in Win 7, you can turn this effect off by selection the 'Classic Windows theme'.

 

Right click on a blank piece of screen ( in other words, NOT on an icon ) and select 'Personalise' from the small menu that appears. This will bring up a rather large dialogue box with the main part of it devoted to Windows themes. Scroll down to see the section 'Basic and High contrast themes' and select 'Classic' from here. Using this theme will stop this annoying 'box' around things in Windows Explorer.

 

Only one slight negative side effect - it will set your windows background to a solid colour by default. If you had a favourite wallpaper you can get back to it by selecting 'Desktop background' at the bottom left hand side and then choosing 'Pictures library' from the drop-down box at the toop of the screen.
