can not use boot menu

HI,I am working on installing my SSDH & WIN 7 program, i have ran into a problem i can not use boot menu i can get into setup menu,when i start up my PC all i get is the model and type of MOBO,is there a download to a USB thumb drive that i can use to reinstall the the boot menu. I can not even access safe mode to do a system restore,i did a backup to a external HDD,when i plugged it into a front USB port it would not even show up on the screen maybe i am approaching this wrong but got to start somewhere any ideas would be appreciated,thanks

so you have Windows 7 on another hard drive and trying to install a new one to replace it?

NO,I bought a new SSDH AND A WIN 7 a copy of the builders disk and i went into my PC unhooked the original HDD as suggested by several people so i would not end up installing it the wrong HDD,thats when my problems started. I know at one time my DVD player worked because i made a ISO. on it,now if i understand whats going on if i can not boot up PC then i can not install new OS as usual what is happening is probably simple and stupid any ideas why i can not boot up,thanks
