Everytime I open excel I received the following message runtime error 53: file not found then I run the debug function and this is what I get:

 On Error Resume Next
        On Error GoTo 0
        Set cb = Application.CommandBars.Add(sAPPName, msoBarTop)
        With cb
            Set cbInsider = .Controls.Add
            With cbInsider
                .Style = msoButtonIconAndCaption
                .Caption = "Insider"
                .Tag = "Insider"
                .OnAction = "TimeMattersInsider"
                .TooltipText = "Run the Time Matters Insider"
                Set pic = stdole.StdFunctions.LoadPicture(ProgDir + "\tminsider.bmp")
                .Picture = pic
            End With
            Set cbTMSave = .Controls.Add
            With cbTMSave
                .Style = msoButtonIconAndCaption
                .Caption = "TM Open"
                .Tag = "TM Open"
                .OnAction = "OpenTMDocument"
                .TooltipText = "Open a document from the Time Matters Database"
                .FaceId = 23
            End With
            Set cbTMOpen = .Controls.Add
            With cbTMOpen
                .Style = msoButtonIconAndCaption
                .Caption = "TM Save"
                .Tag = "TM Save"
                .OnAction = "SaveAsTMDocument"
                .TooltipText = "Save a document to the Time Matters Database"
                .FaceId = 3
            End With
        End With
        cb.Visible = True
    End If
End Sub

How do I fix this so I don't received the error?
