Disable/Track down application creating folder in Startup

I'm having an issue removing a folder from my Startup folder.  Some application keeps recreating this "templates" folder in the Startup folder containing an empty desktop.ini after boot and I've been unsuccessful at permanently removing it or finding a way to disable the startup folder or change it's path via the registry.
