I am using a laptop that is HP Pavilion dv4 Notebook PC.

My OS is the 64-bit Windows 7 Home Premium.

I am trying to burn a video file to a VCD disc.

Currently, I encounter a problem that is "The disc wasn't burned successfully. Make sure that you have the latest firmware for your CD or DVD burner installed, and then try again"

Please help me fix this problem!

It's been a while since I messed around with Video CD's.  If that is what you are trying to do, the video has to be encoded in the correct format for VCD which is a specific type of MPEG-1. I used to use software called TMPGEnc to do this.  And you have to use burning software that supports the VCD format, such as Nero.  There is a bit more info on the VCD format here.

I have done as your advice.

I use Video Converter Factory Pro software to convert my video file, its extension is mp4, into MPEG1 format (VCD NTSC) its extension is mpg. Then I use Nero 9 (Nero StartSmart Essentials) to burn it to a VCD disc. I keep getting the notice burn process failed at 16x. 16x is my burn speed.

I do not know why it is failed.

Please help me fix this problem!

Can you select a lower burn speed - I use 4x always, to avoid problems.
