Sony VPCEB1E0E Fan Always Running at High Speeds

The following the specifications of my laptop:
Intel® Core™ i3 CPU       M 330  @ 2.13GHz
The problem is the the laptop's fan is most of the time running at high speeds.

I would first suspect that the laptop needs to be cleaned. Dust buildup is not allowing it to cool.

but, I also came across a bios update that "improves fan control" if cleaning doesn't help
