Unknown device on the network

I was just doing some cleanup of a network and happened across a device when I was using Advanced IP Scanner to do a quick check of devices:

 

http://d.pr/i/vTOp

 

The title of the login page is VONETS_5000/1.10

 

the MAC is 00:17:13:A0:AF:5D

 

according to http://www.macvendorlookup.com the manufacturer is:

 

Tiger NetCom
J-15 Mudan Cun, Yijing Huayuan,
Aiguo Road, Luohu District,
Shenzhen Guangdong 518003
CHINA
 
Anyone have any idea what the device might be?  They appear to make voip equipment but the only two voip devices on the network are accounted for.
 
Tried a handful of default passwords but no luck there either.
