Since I can't find a consistent spelling of the tool or version number. Nor an actual publisher, I would be reluctant to download it or use it.

I have seen it listed in removal guides posted at Techsupportall.com and on their Tech Support Tools page (v3.6 with different spellings). I have no idea who developed that tool or what it removes.

However, it doesn't appear to be malicious.

The site is hosting unauthorized downloads for other tools like ComboFix, Malwarebytes, and many others so I would not recommend using them.
