Hi

My problem is that somehow Flexnet Publisher has disappeared from Windows 7 on my laptop.Since this is a startup program needed to install and register Adobe Elements Photoshop 12 am I right in assuming it means a complete windows re-install?

I don't think you ill need to reinstall Windows.
Maybe an Adobe elements or Adobe Acrobat 8...re install.
