My cpu fan used to run high and now it runs low

Why is it doing that? My computer is a year old. Toshiba Satellite. 


The cpu fan used to run really fast and the cpu temp was pretty high. It was like that constantly. This was 2 weeks ago. Now the temp and fan are lower and I don't know why.


I did spray it out with air and some dust came out but I didn't notice a drop in temperature and fan speed until several days after that.


Is my fan dying?
