Window 7 Cannot Download

I am trying to download 7zip. Each time I try a message pops up telling me that a file it trying to make a change to the computer. I select yes to approve the changes and then the screen turns dark and freezes. I never used to have this problem before and I am not sure what changed. I tried different downloads and I am running into the same problem with each program. Has anyone run into this problem and know a way to fix it?

All downloads or only with 7-zip?

It is with all downloads. When I attempt to run it the message:

 

"Do you want to allow this program from an unknown publisher to make changes to your computer?"

 

comes up. When I click yes the screen will go dark. I have tried to get a screenshot of it, but it is locked up and will not allow it. I can unfreeze it by using ctrl-alt-del.

 

When I used to download programs in the past I would just click yes and the program would install. I'm not sure what the difference is.

Open the Control Panel and click on User Accounts, then click on Change User Control settings.  Click and drag the bar in the slide bar and move it to Never notify.  See if this stops this from happening.

 

If you are the only person who ever uses this computer you should be fine with this change.  If you have other you will need to make sure they do not have administrative privileges.
