laptop wont shut down

hi i have an issue with my pc which i have just bought recently (26th of december) it doesnt shut down when choosing the shutdown option it just turns off but still has all the lights on and everything the only way that i can shut the bloody thing down is by taking the battery out

 

i also cant update to windows 8.1 errorcodes:

 

system_thread_exception_not_handled

0xC1900101-0x30018

 

im using this to make windows 8 look more like windows 7 as i hate the new layout http://www.classicshell.net/

 

strange as its brand new :\

alright i have access to internet now :)

 

the first option seems to not be working now additionally i get an error that comes on screen with explorer.exe on it is impossible to read it though because the shutting down process shuts the window down :(
