Install error 0x80070017

I am trying to fix a Dell Inspiron 1525. Long story short, had to reinstall windows after a virus. I have reformatted the hard drive after a series of problems. I have the Official Dell Windows 7 Reinstall CD. I put the CD in the drive, it starts the reinstall and I get error code 0x80070017. The fixes I've read online pre-suppose that I have a functioning OS. How can I get this up and running again?
