8.1 RT - USB wireless keyboard not working correctly

hey all,

I recently purchased the surface 2 with touch cover, and absolutely love it, as it is the device for me. i had planned on "docking" it behind my not-so-smart tv while i sit at my desktop pc in my room to enable netflix and other things. the micro hdmi cord works flawlessly, the dock i made holds it well, but the usb wireless keyboards have this strange polling issue where they will not respond for ~5000ms before spewing a string of whichever 1 character i had pressed, rendering it unusable. it feels like a driver problem but no settings or updates make a difference. 

any ideas of things i could try? thanks
