Ads playing and a memory hogging svchost process

Random ads and music playing, svchost.exe taking up TONS of memory. My anti virus (NORTON)cannot locate any threats and any other Anti virus software that gets to the "removing threats" stage of a scan will also force restart my PC. left unchecked, after about an hour or two my computer forcefully restarts. If I kill the process manually it will restart my PC. My friend told me to use rkill.exe. It frees up the memory by killing the process without triggering the force restart but after about 20 mins I have to run it again and again and again. I'm running Windows 7 Home Edition. 

 

Please help :(

 

EDIT: I also get an error message when I try to turn WIndows Firewall back on as well :(

Rkill crashes during "scanning missing digital signatures."

Need help. :(
