USB Hub Issues after waking or rebooting in Windows 8.1

I have a USB 2.0 hub (cheap Rolodex brand - worked great with W7).  I just want to connect a mouse and keyboard to it.  It generally works however after wake from sleep or reboot the mouse and keyboard does not respond.   I have to unplug the hub and replug it.   I do not seem to have issues when devices are connected directly.   Using an HP Envy 15 J052NR


I want to upload snapshot from device mgr but bleepingcomputer is saying I can only upload 2.46kb.   How can I free up space?
