What functionality should this IT website have?

It will provide insurance / service / support to desktops, laptops, tablets, smartphones, cloud backup & storage, etc and service all types of clients (including government GSA).  The website will be database driven with excellent analytics and security and will have information about international partnerships and retail walk in repair stores in various parts of the US for smartphones, tablets, and laptops.  What functionality / features should this IT website have?

Definitely a search based on GEO, reviews for the various service centers/companies, and their contact information.

Are you planning on charging for this service in any way?

Charging for the functionality or for the clients to receive service?  The former, no, the latter, yes.

So if I need to get my computer fixed then I would need to pay to use your site and find someone?

You wouldn't pay to use the site but you would to have it fixed (through insurance plan).
