Help with this error message...MSVCR100.dll

I use windows 8..I have been trying to access a program I downloaded and installed, but this error message, "

MSVCR100.dll is missing from your computer keeps coming up.. I posted this on YouTube and someone advised I download Microsoft visual c++ 2010 Redistribution package (x64), I did but the error keeps coming. I don't know what else to do, somebody please help!
