Infected with Ransomware

My old desktop (Windows XP) has been infected with a ransomware virus that locks out the user and asks for 100$ to be unlocked. The problem is that I can not access Safe Mode (pressing F8 does nothing). I have google'd the whole thing but most websites suggest going into Safe Mode or formatting. When I attempted formatting, once I set the computer to boot from CD/DVD, it would not do anything at all... I'm at my wit's end because of that virus and I would love some help.
