tried regedit, add and remove, so shut it down in service.msc i want to completely remove.

Do you also have Defender installed? If so you need to uninstall both Windows One Care Live and Defender via add/remove programs in control panel. If you still have issues, you can contact support at the following link: Windows Live OneCare Help Center

deleted defender and used windows onecare instructions to uninstall thanks for you alls help,it work.
