How to change icon colors

Hello, today i had a quick question. How would i change the colors of the Batter,Wifi,etc icons at the bottom right of my screen? Do i need to install a third party program, or can i change it without a program? If so, please link me to the download. Oh and please look at the screenshot to see what i want to change.

You can't. It is coded into the OS.

But i recently watched a video where someones battery icon was blue

Either was a software for that machine, from the manufacturer or the person was using third party software to make up their own task bar.
