Power, overwhelming?

So I have this laptop that is used for cyber school for my kid. The last two times it has been unplugged/re-plugged the power supply hasn't charged the battery, and eventually it goes dead (I should note that it is the same outlet that the unplugging/re-plugging occurs). It will recharge when plugged back into a different outlet. Can anyone give me an idea why this is? Might it be a limitation of the power strip?

I'm going with no. Not only does anything else that I plug into it say that isn't the problem, but also my multi meter say so.
