Security Center Cannot Be Started

Hi, I need help turning my security center service back on. When i checked services via start services.msc, security service center is not listed. In the control panel I am not able to turn the security center service on, I get the message that security center service cannot be started. I have a Toshiba Satellite A305, 32 bit system using Windows Vista Home Premium.
