AT&T 4G MI-FI hot spot and older IPAD Can't surf most web sites

My friend has IPAD about 2 years old and on any normal internet it does everything on the web great but at home he does not have access to any normal internet so he bought an AT&T 4G mobile hotspot to connect to the internet and all of his devices connect and work great off the mobile hotspot except the IPAD, it will connect, it will go to some web sites but will not go to many others. He brought it to his work and the IPAD connects to the internet and will go to every website. The AT&T Rep says it is a problem with the two devices compatibility and that the new IPAD SHOULD work with the 4G mobile hotspot but, just like all of us, he doesn't want to buy a new IPAD not knowing for sure if it will be compatible with the AT&T 4G mobile hotspot. Does anyone know any settings or configuration that he can try; or is the Rep right and the 2yr old IPAD not compatible?

What is the encryption on your home network?  If it is not WPA2, you should get on the router/modem and change it.  Then it is a matter of joining the network with the name of the network and your new password.  A two year old iPad should have no trouble with connecting to a WPA2 network and you will be more secure, too, from hackers.

Thank you gentlemen but I just got more information. The IPAD connects to the web and it will surf the web but if there is a hyperlink on a web page to take you to another page that is what it will not go to. I haven't read all the suggestions written above but will do ASAP.
