Hello, :welcome: to BleepingComputer!

When you are in the bios, which is the boot options/setup screen, does the computer stay running? Do you see a drive that you can set it to boot from?

Run dell hardware diagnostics to check to make sure all hardware is working. Upon boot up press f-12, there should be a hardware diagnostics option within that menu. Run that test and see what the results give you, then take it from there.
