Monitor tearing issue

My laptop/monitor display well is choking/stuttering/tearing. I uploaded a video to show how the problem looks in bioshock. It may not be noticeable at first but pay attention to the stuttering and lagging (while keeping high framerates - this occurs on all video settings, low/med/high).
