Problems install/uninstalling programs

Hello, I am having problems with certain programs such as paint.NET and Sony Vegas pro. Whenever I start the program I get the error "Paint.NET has stopped working", so I tried uninstalling it and get the error "There was a problem with this windows installer package...." I installed all the latest windows updates. I am using Windows 7 SP1 64 bit. For Sony Vegas, I had start up errors too, so I completely uninstalled it but when I launch the setup to install it again nothing shows up. Any help is appreciated, thank you.
