Can not download any files in any browser.

So any time I try to download any file on Chrome, Firefox or IE, the file starts, downloads about 3 megabytes then finishes even if the file is larger than that. The browser says the file is finished even though it isn't.

Any one know what the problem is because its really annoying. I have windows 8.1.
