Vista Shell Will Not Start

I have a Vista Home Basic 32-bit machine here that will not start the shell without me taking manual steps:

  1. After I logon, I have to get to Task Manager
  2. Once in Task Manager I run explorer.exe

That gives me the shell, however, I want it to launch as it should... automatically.


I checked the registry and the values are correct:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\WinLogon\Shell = Explorer.exe


* Note I have attached a file with the screenshot in case some other value is throwing it off.
