BlueScreen "Boot"

I am operating on Windows 2000.  Screen went blue with instructions to enter a boot disk I donot have.  Have tried shutting down.  Will not reboot.  I am using library computer. Don't know when I will get back here.

Do you have the "Windows 200" installation DVD in hand ?. Can you boot the system to safe mode ?.
