Internet Explorer goes to download box

Windows 7, IE 11?. Internet Explorer almost starts (I see it briefly) and then a box "View Downloads - Internet Explorer" replaces it. In the box is what appears to be a random 8 digits followed by .htm and under that a homepage partial url (MSN.com). I changed by inetcpl.cpl home page to microsoft.com, same download box, but default.htm, not random.

I ran Microsoft's Mr. Fix-It, I scanned with AVG-Free, I deleted AVG-Free, I installed Microsoft Security Essentials and scanned, Malwarebytes, TDSSKiller, RKill, Hitman Pro, Rogue Killer, all finding nothing.

 

Is this a re-direct or is my IE crazy?

 

All othe computer functions appear normal, Firefox works, no other pop-ups, etc.

Hello lets look at one more ...

Please download aswMBR ( 4.5MB ) to your desktop.
  • Double click the aswMBR.exe icon, and click Run.
  • When asked if you'd like to "download the latest Avast! virus definitions", click Yes.
  • Click the Scan button to start the scan.
  • On completion of the scan, click the save log button, save it to your desktop, then copy and paste it in your next reply.

I started the machine with without internet access and started IE. IE opened normally, but was blank. I then plugged in the cable, typed a url, and the download box reappeared.
