2014 AVG lookalike virus

Any suggestions for getting past this evil thing?? It appears to do the same things as a version reported earlier (2011). It locked up my laptop yesterday. Finally got it started in safe mode today. Tried to download the RKill and Malware, this virus blocked both downloads. Any ideas much appreciated!

Can you get into the sytem restore  area from safe mode? If so you can try a system rstore if it hasn't deleted your restore points.

I think I can get into restore, but at this point, I am almost afraid to try! The virus has blocked every attempt to download any help....I even renamed Rkill and it deleted it as well. Any other options? Thanks in advance!
