windows 7 professional 32bit can't install panda cloud antivirus

To anyone that can help. I am working on a community radio pc and I can not install panda cloud antivirus it comes up in a different language that is if it does come up at all. I have tried to run Rkill but all it does is flash the dos/command promt window for a second and then nothing happens. i have tried running combo fix and it detected a rootkit virus which i think is a trojen virus. I then managed to download and run up super antispyware it found one trojen and 691 adware/spyware so it tryed to remove all of that but i still can't install panda cloud antivirus.

would it just be better to reformat the hard drive and start again with a fresh copy of windows 7 operating system so you know it is clean from the start? If this does not work on the original hard drive should i try a new hard drive and see if that solves the problem.
