Wenn Sie Symantek benutzen, brauchen Sie diese Datei.  Wenn nicht, können Sie sie löschen. Sehen Sie diese Information an:

If you have a Symantec program installed as your AV, you don't want to delete it.

 

I can't read German so I have no idea why you are concerned about this file.  In any case, if something peculiar is happening with this file...the thing to do would be to uninstall/reinstall the Symantec application, then update your definitions for it.
