remove all components from the motherboard. cd drive, hard drive, RAM, graphics cards, etc.... everything but the power supply. (unplug it at the wall before doing this)
Plug the power back in and turn on. Any beep codes?
If you do get beep codes look here.... Keep adding the components it is asking for until it responds with nothing, like it does now. The last component you added is the problem.
If none you need a new motherboard or power supply. Test with another power supply to confirm. If you get beeps with a different power supply it is a dodgy power supply, replace it. If no beeps a fried mobo,...

Can test with a spare power supply to be sure, but I'd put cash on the mobo being out.
