I tried to do a repair install but upon reboot, I get "setup is being restarted" looping endlessly.

I also get  "Setup has already attempted to upgrade the following Windows installation..." "To retry upgrading

to Windows XP press Enter."

Is there a way to just recover some files?

There is some advice given here on how to recover files:

A repair install would not indicate that you are trying an "upgrade", IME.
