Windows 8.1 restart doesn't function

I have recently upgraded two of my computers to windows 8.1. The first went fine, but the second hung on restart.  That is to say, 

1. I went to the Store

2.  I downloaded 8.1

3.  the computer restarted (shut down ok, but hung on restart, with manufactures screen-couldn't do anything)

4.  After a long wait I manually shutdown and turned the computer on.

5. The installation went fine

6.  Everything works fine

7.  Restart doesn't work


So when I have to restart, for example when installing a program.  I have to shut down and then turn it back on.


If I click restart, it shuts down and then hangs.


I have made no changes to the settings from windows 8.  (I did disable the Hyper V services, as I don't use them and I had to download the english language pack as I live in spain

                                                                                               and windows automatically loaded the spanish keyboard and language for tabs- although I had been using english with windows 8)


I have seen no other problem


I have updated with windows update after installation.


I have a gigbyte motherboard with American megatrends bios SMbios 2.7

I am running legacy,  although this shouldn't make a difference.


I have also changed the power options turning off fast startup- was the only mention of a fix on the internet.  This doens't work.


Any suggestions.

Hello.  I found the problem. 

NvTmru.exe from nvidia was the problem.


Moved it to delayed startup and no more problems.  fixed the other problem I had with the keyboard and display languages acting funny. 


I will move this to the windows 8.1 thread for info purposes.
