Open the Elevated Command Prompt (to access the Elevated Command Prompt click on Start, click on Run and type in cmd.  Then type in services.msc then press Enter.

When Services opens scroll down to Shell Hardware Detection.  What is the Status shown?

Edited to add instructions to access the Elevated Command Prompt.
