Laptop Stuck On BIOS Load Screen/Won't Load Vista

Hi,
 
Laptop is a Samsung R510 running Vista.
 
When it is switched on, it gets stuck on the Samsung BIOS load screen. The F2 (Setup) and F4 (Recovery) buttons don't work unless they are pressed straight away. But when they are pressed it says 'Please Wait', but nothing happens.
 
I have changed the CMOS battery, but it hasn't helped.

I have also taken the hard drive out and turned it on, still the same.  Each RAM stick has been tried on its own, and it is still the same.
 
Can anyone help?

Have you tried booting into Safe Mode?

 

Start tapping the F8 key immediately after pressing the power button.

Tapping F8 does nothing.

Follow the instruction for a Repair Installation at Windows Vista Forums.  These instructions include a download for a ISO image which can be burned to a disc to create a installation disc.

That surely won't work, because I can't enter BIOS to tell it to boot from the CD.

Do you have a bootable disc?  Try booting from it, the BIOS may already be set to boot from the CD/DVD-ROM and the hdd second.
