Make sure CC cleaner is up to date and your using the correct version for your computer. This entry is an execption added to the firewall for a program that is no longer installed. I personally don't reccomend making any changes to the registry or using CCcleaner. You can view the exceptions in Windows firewall under advanced settings look at the incomming and outgoing for the program or port that is no longer being used.
